Advert: Web Programmer, Wales Deanery (Postgraduate Medical and Dental Education) The Wales Deanery (Postgraduate Medical and Dental Education: (PGMDE) is looking to recruit a Web Programmer. This is an exciting opportunity to make a valuable contribution to an innovative development team in Postgraduate Medical and Dental Education at the Wales Deanery. You will be working on I.T. projects which facilitate and support key functions for the benefit of doctors and patients in Wales. The position requires sound knowledge of PHP and Javascript programming environments and knowledge of Linux Server environments. Systems analysis skills would also be useful.

You will be working in a dynamic, creative team of five which delivers projects of high quality to tight timescales. You will be an effective team player, able to learn and adapt quickly to change and new challenges. The role will require you to be involved in designing, developing, testing and demonstrating outcomes to stakeholders. 

Contract Type: This is a full time (35 hours), fixed term position for 2 years. 
Salary: £31,342 - £37,394 per annum (Grade 6)

Job Description

  • To work closely with the Business Systems Support Unit Manager and the Systems Analysts to contribute to the analysis, design, implementation and testing of key systems which support the business processes of the Wales Deanery. 

Principal Duties and Responsibilities: 

  • To contribute to the design, development, implementation and testing of the Medical Appraisal and Revalidation System (MARS) and other software systems.
  • To provide server administration and support for Deanery systems.
  • To work closely with the BSSU Manager to support partnerships and collaborations as necessary for the efficient and effective provision of key software systems and to identify and advise on software, hardware, network and service requirements.
  • To contribute to the effective development and integration of a variety of relevant databases and associated functions with MARS and other systems.
  • To contribute to the provision of one-to-one and group training programmes to support the users of MARS and other systems.
  • To maintain confidentiality of all information including electronic records across the School in line with the Data Protection Act and Freedom of Information Act.
  • To contribute to quality assurance systems which ensure high standards of service.
  • To promote equality and diversity throughout the IM&T Strategy.
  • To liaise with Deanery stakeholders on a regular basis, provide reports and updates on software projects, contribute to effective team working, and maintain effective internal and external communication channels.
  • To be an active participant in CPD activities appropriate to the role.

Person Specification - Essential Criteria

  • Good organisational and communication skills – written, oral and presentation, including the ability to communicate a range of specialist technical issues to technical and non-technical staff.
  • Systems analysis, program design, user interface design, implementation and testing skills.
  • Detailed high level working knowledge and expertise in the following programming languages and their application: html/xhtml, xml JSON, JavaScript, CSS, AJAX, PHP, JQuery, MySQL and Photoshop. Working knowledge of SVN and current industry standards for best practice in systems and software development and version control.
  • Knowledge of object-oriented programming.
  • Knowledge and expertise in Internet Information Services (IIS 7.0) Administration.
  • Knowledge and experience of Redhat Linux Server Administration and Apache server.
  • Knowledge and expertise in PHPMyAdmin.
  • Honours degree in Computer Science or equivalent qualifications.
  • Track record as a team member developing, testing and implementing web based software systems using PHP and JavaScript.
  • Proactive, able to work on own initiative.

Desirable criteria

  • Knowledge of Responsive website design, TCP/IP Networks and Joomla CMS.
  • Knowledge of MSSQL, camtasia, Drupal, Agile and ASP.NET VB/C#.
  • Knowledge of Data Protection, security and usability.
  • Video / audio editing skills.

Additional Information - About Wales Deanery Summary (Postgraduate Medical and Dental Education)

The Wales Deanery is responsible for the management and quality assurance of education and training of some 2,600 Doctors and Dentists in Wales and, for General Practitioners and Dentists, their continuing professional development in line with the requirements of the General Medical Council (GMC) and the General Dental Council (GDC). Our client group includes Foundation, Specialty Training grade doctors and Dental Vocational Trainees. The Wales Deanery also has a role in relation to overseeing the provision of Continuing Professional Development for General Medical and Dental Practitioners across Wales. Our goal is to deliver excellence in postgraduate medical and dental education for Wales by ensuring that all training grade doctors and dentists in Wales have access to high quality postgraduate facilities and educational support so that they can achieve their potential in service provision to the NHS in Wales. 

PGMDE’s primary responsibility is Training which is delivered by NHS Consultants and General Practitioners (Educational Supervisors) across Wales. In addition to this major role in respect of training future doctors and dentists in Wales, the School also runs a number of taught academic courses tailoring existing course provision and developing bespoke short ‘training the trainer’ courses to target the continuing professional development needs of Doctors and Dentists in Wales. 

The central offices are situated on the Heath Park campus in Cardiff and house some 100 members of staff including the Postgraduate Dean, medical professionals, management and administrative personnel.   The majority of our staff, some 190 part-time educators are outposted in hospitals and general practices across Wales.

This post supports the work of the Revalidation Support Unit at the Wales Deanery http://revalidation.walesdeanery.org/ and various other projects. It will make a significant contribution to the design and development of software systems which support appraisal and revalidation for doctors in Wales. This is a strategically important work stream informed by the requirements of the General Medical Council.
